Promoting Dialogue and Deepening Cooperation --Yang Jiechi Talks about the Achievements of President Hu Jintao's Visit

President Hu Jintao, at invitation, attended the outreach session of the G8 summit in Germany and paid a state visit to Sweden from June 6 to 10, 2007. On the way back to China, Foreign Minister Yang Jiechi who accompanied Hu during the diplomatic event accepted the interview of Chinese media.

Yang said that President Hu Jintao's attendance of the outreach session of the G8 summit and state visit to Sweden are major diplomatic events of China since the beginning of 2007. With a tight schedule, Hu attended more than 30 activities within 4 days, which achieved efficient and fruitful results.

I. President Hu put forward proposals on South-South coordination to promote the unity of and cooperation among developing countries.

Chinese President Hu Jintao attends the collective meeting of leaders of five developing countries, namely China, India, Brazil, South Africa and Mexico in Berlin, Germany

At the collective meeting of leaders of five developing countries, namely China, India, Brazil, South Africa and Mexico in Berlin, Germany, Hu stressed that under new circumstances developing countries should strengthen cooperation, jointly cope with the challenges of economic globalization, maintain common interest, work for the establishment of a sound international economic order, foster an enabling financial, trade and energy environment, increase their say and representation in international economy and urge the developed countries to faithfully fulfill their commitment.

He said to the outreach session that the dialogue between developing and developed countries should continue to be enhanced, help build a new global partnership for development based on equality, mutual benefit and a win-win model, increase mutual understanding and trust step by step through seeking common points while reserving differences. The voice of the developing countries in the format, agenda and outcome of the dialogue should be increased.

His remarks were positively echoed by the leaders of developing countries present at the session. They agreed that the five countries play an important role in international affairs and should strengthen coordination to make their dialogue with the G8 more effective.

II. President Hu elaborated China's position on global economic issues to promote South-North cooperation in the area of international development.

Imbalances in the global economy have brought about severe challenges to the developing countries and drawn high attention from the international community. Hu proposed that members of the international community bear common responsibilities to promote the balanced and stable development of world economy; deepen economic and technological cooperation, step up efforts to realize the Millennium Development Goals and pay particular attention to satisfying the special development needs of Africa, narrowing South-North gap, promoting common development and achieving win-win results; implement the consensus reached at the World Summit on Sustainable Development, grow the recycling economy, build an energy-efficient and environment-friendly society and realize sustainable growth. The international community should respect the right of countries to independently choosing social system and development road and endeavor to help the developing countries raise self-development capacity. The reform of the international economic system should fully reflect changes in the world economic pattern, the say and representation of developing countries be enhanced and differences and disputes be solved through democratic consultations.

President Hu's words reflected China's position of supporting the establishment of a new global partnership for development and were widely recognized by delegates to the summit.

III. President Hu made systematic elaborations of China's stand and position on climate change, which increased the international community's understanding of China's strategy toward sustainable development.

Climate change was a top priority on the agenda of the outreach session, and China's stance on this issue draws wide attention from all countries concerned. Hu told the outreach session that climate change is an environmental issue, but it is in essence a development issue. The international community should set up a new concept of interest and model of pragmatic cooperation. The principle of "common but differentiated responsibilities" established in the UN Framework Convention on Climate Change should be adhered to and the developed countries should reach the emission reduction goals set in the Kyoto Protocol, offer help to the developing countries and take a lead in undertaking the emission reduction obligations after 2012. At present It is not appropriate to impose compulsory emission reduction requirements on developing countries, while the developing countries should, within their own capacity, take measures to contribute actively to global sustainable growth. China expects to continue to play an active part in the international cooperation and South-South collaboration on climate change. He also introduced the series of policies, measures and efforts of the Chinese government to cut energy consumption and control green gas emission in light of the scientific concept of development.

Demonstrating China's positive, constructive and responsible attitude and complying with the interest of developing countries, President Hu's speech was positively received by all the parties concerned. According to the international media, the words of President Hu showed to the international community the stance of developing countries of coping with climate change on the basis of equality.

IV. President Hu's meetings with other leaders at the G8 summit boosted cooperation with nations concerned on bilateral and international affairs.

At the outreach session, President Hu held in-depth discussions with 12 foreign leaders on a broad range of issues. They agreed to enhance political dialogue and strengthen mutually beneficial economic cooperation, cultural exchanges and coordination on international affairs.

He also conducted in-depth exchanges of views with the leaders at the summit on major international and regional issues such as the nuclear issue of the Korean Peninsula, the Iranian nuclear issue, the issue of Sudan's Darfur region and the Kosovo issue. He comprehensively expounded China's position on solving those issues through dialogue and talks and introduced China's constructive efforts to that end.

Hailing the positive role played by China, the foreign leaders agreed to enhance coordination with China to jointly safeguard world peace and stability and promote common development.

V. President Hu's visit to Sweden reinforced China-Sweden friendly cooperative relations.

Chinese President Hu Jintao and Swedish King Carl XVI Gustaf attend the ceremony for the return of the replica of Gotheborg from a journey to China in Goterburg.

President Hu's visit is the first state visit to Sweden by a Chinese head of state since the two countries established diplomatic ties 57 years ago and has great significance in the history of bilateral ties. During the visit, Hu met with Swedish King Carl XVI Gustaf and Parliament Speaker Per Westerberg, held talks with Prime Minister Fredrik Reinfeldt, attended the ceremony for the return of the replica of Gotheborg from a China voyage and made an important speech at a welcome dinner hosted by the Sweden-China Trade Council. He stressed that China-Sweden ties should be handled from long-term and strategic perspectives and reached broad consensus with the Swedish side on increasing political dialogue, expanding pragmatic cooperation in economy and trade and conducting exchanges in areas of innovation in science and technology and sustainable socioeconomic development as well as on advancing China-EU relations and promoting contacts and coordination on international affairs. China and Sweden signed 5 cooperation agreements. President Hu was welcomed cordially whenever he went during the visit.
